XEP-0161 focus on abuse reporting at the server level.

We are planning to extend this XEP for global abuse reporting. The idea is the following:

• A server admin can report to xaai.process-one.net the IP of an abusing client (using a local adhoc command on the local server: The adhoc command will trigger sending the abuse report ot of the server).
• If several reports comes from the same IP from various servers, we can consider adding it to the XAAI blacklist file.
• Rating servers trust can help trigger faster or slower reactions.
• A local mecanism to prepare reporting locally based on local users reports can be also implemented. It will prepare a list of abuse with reporter and user causing troubles, sorted by IP. The admin will be able to investigate and actually send the abuse report centrally.
